Il fait bon être fonctionnaire au Qatar !

DOHA: The government yesterday announced a bonanza for its Qatari employees in the form of a quantum hike in salaries.

Gross salaries of all Qatari employees have been raised by 60 percent with retrospective effect (September 1, 2011), while the salaries of defence personnel of officer rank have been hiked by as much as 120 percent.

Monthly pensions of retired government employees have also been increased by 60 percent, while the raise in the pension for retired defence personnel (officers) has been 120 percent.

The salaries of defence personnel who are not of officer rank have been raised by 50 percent. Similarly, the pensions of retired non-officer defence personnel have been raised by 50 percent.

The Deputy Emir and Heir Apparent H H Sheikh Tamim bin Hamad Al Thani issued an Emiri decision No. 50 of 2011 yesterday ordering an increase in basic salary, social allowance and pensions of employees and retirees among Qatari civilians and military personnel, working in the state.

Under the decision, he ordered an increase of 60 percent in basic salary and 60 percent in social allowances for state civil employees and 120 percent in the basic salary and 120 percent in social allowances of military persons of officer ranks and 50 percent in the basic salary and 50 percent in social allowances for military persons of other ranks.

The decision also included an increase of 60 percent in the total pension for civilian retirees. This includes those referred to retirement before the enforcement of law No. 24 of 2002 on retirement and pensions was enforced.

It also ordered an increase of 120 percent for retirees of military personnel of officer rank and 50 percent for military personnel of other ranks.

Sheikh Tamim ordered the decision to be effective from September 1, 2011. He had set up a committee under the chairmanship of the Minister of State for Interior Affairs that included members of different ministries and other authorities. The committee examined thoroughly the conditions of employees and retirees among Qatari civilians and military personnel in accordance with the state social policy and economic priorities and the importance it attaches to the conditions of Qatari nationals.

The total amount of the increase in the basic salary and social allowances works out to QR10bn per year, in addition to QR10bn to be paid once for pension fund and another QR10bn to be paid for the retirees’ subscriptions ahead of the implementation of the retirement and pension law, QNA said yesterday.

En résumé, le vice-Emir ordonne 60% d’augmentation moyenne des salaires de tous les employés qatariens et des retraités du secteur public et une augmentation atteignant 120% pour l’ensemble des personnels de Défense en activité et à la retraite. Cette mesure sera appliquée aux salaires du 1er septembre 2011. Les augmentations de salaires concernent l’ensemble des employés des ministères et des institutions gouvernementales, la justice, les employés du palais de l’Emir, les diplomates, les membres du Conseil de l’enseignement, les employés de Qatar Petroleum ainsi que les finances et la comptabilité de l’Etat. Bien entendu, cela ne plait pas à tout le monde. Les travailleurs Qataris du privé estiment avoir été oubliés et les travailleurs expatriés, qui représentent 80% de la population, craignent que cette hausse du pouvoir d’achat entraine une hausse des prix.
